Refers to psions also getting discipline talents at level one that are free to use as long as you are holding psionic focus. ie

Thanks. So 0 level powers were taken out or is this in addition to?

I believe they were added in during Psionics Expanded. I don't recall talents being there until the Psionics Expanded material was added to the SRD.

I'd buy the books and verify it, but at the moment I can't afford them. A shame, Dreamscarred Press has the best 3rd party material for Pathfinder.
