Access of a specific player
A player's primary character will always share their access level, but others can be organized by tag. So, if you make their villain the primary character, that NPC will show up as an editor on the cast list, and the PC can be a secondary character with appropriate access.
To clarify, you'll need to change the "secondary" PC account's tag to the usual "player," or something other than NPC so that it's grouped with players. The villain, as the primary character, will be in the editor class regardless.
If you want this player to be able to use random aliases on a whim, I don't know if editor-level permissions allow that; I don't use editors in any of my games, so I have the least experience with that status out of all possible access levels. I know GMs can do that and regular players can't, so unless someone else can chime in you may just have to try making them an editor and messing around with that part to see how it works.
