Warp seems to be a man in loose fitting jumpsuit with a metal helmet. No part of him is visible, but he clearly has a very slight build, and moves  normally if not awkwardly. His voice is projected from the helmet and clearly scrambled by some mechanical means. It is possible you have read about him in the more thrashy tabloids. He is regularly accused of being linked to terrorism, human trafficking, drug smuggling, vandalism, and illegal graffiti. There is no known criminal case against him in court however...and the articles never prove he commits any of the crimes they often accuse him of. Certain TV networks, such as those named after a forest animal, also love to vilify him.
