At the title says I'm confused by what they mean. Like say i want to play scarlet heroes 1 on 1. Do i have to gm a separate game of it in order to ask for a gm in a different game? Or do i have to have experience gming it?

I could be wrong, but my interpretation is that those rules refer to specific games on RPoL. Not just the setting.

So, say, if you wanted to play Scarlet Heroes and asked 'Hey, is there a GM that wants to run this?' that would be okay. But if you wanted to play Mr. Magoo's Scarlet Heroes game titled 'HEROES AND YOU' (that's already running on the site), it wouldn't be kosher to put up an ad saying 'Hey, Mr. Magoo, I want to play in HEROES AND YOU' - Can I play?'

The GM should create the game.

Rule 4 background:

Only GMs of games may advertise for existing games here:  This was separated from another rule (two below) as players would post requests of "come GM our game", ignoring the problem that players can't add GMs to games!

Rule 6 background:

Do not mention games -- in any way -- that you do not personally GM:  When posting privileges were suspended to the forum, GMs used to get others, or duplicate accounts, to post for them.

So if you want to play in Scarlet Heroes, you just need to post something along the lines of "looking for a game of Scarlet Heroes" and you'll be right.  :>

If you find a game that you're interested in playing -- no matter who the GM is -- and the game has the "accepting new players" flag up, you simply go to that game and complete the RTJ (Request to Join) in the format the GM has specified (if any). It's up to the GM whether to admit you to the game.
