Clicking the hyperlink will take you to a public area of the game. Very often GM's will have a public facing "RTJ requirements" or "application requirements" thread that you can read and follow to know what they are expecting out of an RTJ (Request to Join, your application to the game).
There is a button in the top and bottom right corners that reads "Request access" it will generate a Private Message to the GM and you can send them a message. If they are a GM that has messed with all the buttons enough to find it their expectations for your RTJ will also be at the top of that page.
RTJ requirements for a game I ran looked like this. (Sorry this is the most D&D like thing I had in my tableau of still born or yet to be kicked off games.)

There isn't really a stigma against new players that I have seen. But GM's can be sticklers about their RTJ format. If you apped for one of LadySharlyne's games and didn't include a 3 paragraph writing sample then your probably would not get in. Although most GM's are decent enough and would probably PM you back saying that you were missing a component. But it might be in a week when they check the status of the RTJ's.
As for the Wanted: GM's section. You can post there (I do, especially for the niche systems) but don't get your hopes up. It's really a pre-interest check for the community to let GM's know that people might be interested in their wierdo game idea. The rate that W:GM's threads actually turn into games is really low.
