Looking for a city/empire builder

Ahoy!

I'm looking for a game where the players are building up a city (perhaps competing cities), or an empire.

The setting isn't critical to me. It could be high fantasy with magical architecture. Sci-fi with aliens and building up a colony on a remote planet. Post-apocalyptic where the players are rebuilding after everything that happened.

I'm not keen on freeform, as I like crunch behind what happens. Sorry freeformers!

Warlords of the West by theblacksorcerer was something like that, if you are OK with D&D 3.5

The nearest thing I would have to this is a scenario I have been developing for Star Frontiers: Knight Hawks where each player would start with a pre-defined budget to buy various kinds of space ships to build their own corporate entity.  After a set period of time (perhaps 5 to 10 years), the winner would be the Mega Corp with the biggest bank balance/asset register :)

Players could run freighters, passenger liners, mining or agricultural concerns or even dabble in  piracy.  Plenty of crunch as well as role playing opportunities.

Pathfinder's Kingmaker AP and specifically the kingdom building sub system comes to mind.

This sounds amazing, and I'd definitely be interested in this.
Would players specialise, focusing on a specific type of freighter, or diversify to not be the leader in one area but not miss any either?

Just some clarifications to let a potential GM know what your wanting.

What type of RP are you looking for? Playing a single Character who are in-charge of other this civ sim (mayor, king, ect...) or something more god-like?

Who would be writing the material? Are you interested in writing descriptions for things (building, town, people, systems, whatever) yourself, or just make decisions and expect the GM to let you know how it grows.

Are you wanting something more Freeform descriptions, or a hard numbered civ style game with hexes and such? (edit, double checked, saw you want something hard).

A character representing the face of a town/country/corporation. So as well as the actions of building and managing their city/empire, can allow for scenes of interacting with others, such as other players and NPCs for negotiations, peace talks, etc.

I'd say between the two. So the GM could say this is your land, for example. What does it look like, what are the noteworthy features, etc. That way if players want to give lots of details they can, and if they are more comfortable being minimalist that means the GM doesn't spend a bunch of time on stuff that is ignored.

I played a game on here years ago based on Shadowrun, where players were corps and organisations, gaining influence, business, causing fights, etc. Whilst we all followed the same rules, the way we could apply the theme to us gave an interesting twist. I made the HUmanis Policlub, being all nice and social from the front, but aggressive behind the scenes.
The character or face for the group gave a bonus to a specific action, chosen at setup, so a description was able to be given of the leader helping feed the poor, or doing a merger with another company, and so forth.

My original concept was to leave specialization/generalization to individual players, hence giving them a starting budget and let them decide if they want to be merchants, pirates, miners, freight companies or passenger liners or dabble in multiple enterprises with different income streams.

The down side, is a game like this needs multiple players prepared to commit for the entire game as they are effectively competing with each other.

I have one player interested, potentially two but I'd like to have at least 4 to allow for drop outs etc.

Unfortunately CaptainHellrazor is unable to make this type of game currently, and so I'm hoping there is someone out there who would be interested in a game like this.

From the replies, there would be players interested too, which helps.
