Races available for play

There are only three aquatic races given stats:
Sea Elves from Mordenkainen's Tome of Foes

Tritons from Volo's Guide to Monsters

Water Gensai from Elemental Evil Player's Companion (and, likely, other sources).

Houseruled Race:
Tasha's has guidelines for making many races into PC playable races. I have used this to make Mermen viable. Please be clear, I used it for guidelines, it is NOT an open source of aquatic race PCs.

Sea Elves

Mord's Tome page 62 has the stat adds for the race. Remember that this is in addition to stats for all elves from the PHB.

Setting Notes:
Elves are found in Northern and Western Europe exclusively. They generally come in paired races: LosAlfar and DokkAlfar in Vikingland (and where ever Yggsdrasil might touch Midgard). The Sidhe (city and rural) in the British Isles, and the Seelie and Unseelie in France.

The sea elves are a seventh elven species and (apparently) unpaired, although some surfacer sages wonder of the Malenti might be their pairing, giving question as to what the sahuagin might be, if so. Any elf would discount such a thought, of course.

They can be found along the Western European Coast from France  north, as well as in the waters surrounding the various British Isles.

Some in the area of Vikingland worship the Vanir Deep Sashelas, but most follow a druidical path, like other elves. Moon or Coastal Circles, mostly. Any other circle will need to be discussed and may not be available.

Like all Elves, they are innately magical and may always multiclass to Sorcerer. Likely most sea dwelling races, their sorcerers have the Magic of the Storm for their bloodline.

Tritons

Volo's page 115

They are what passes for a default race in Old Atlantis, and probably used to be human. They are the Blessed of Poseidon, and are faithful to him.

They maintain relations with New Atlantis on the surface, and could be considered part of the same country, if with a different ruler.

Paladins are common with them, and druids are unheard of, although hunters might well be Rangers.

By far most characters in this game should be Triton, and they will have the fewest setting restrictions on class and/or subclass.

Water Gensai

Basically Water Gensai are a catchall for a few different sorts of being. Appearance and background will be affected by the choice of what sort of water gensai one is:

Half Trition: Human/Triton half breed. Appearance is a blend of the two, with a lighter covering of green scales and etc. They don't tend to be wet all the time, as is typical of an Arabic Gensai, nor does their hair move about in the air on it's own.

Geniespawn: An Arabic character with a Marid in his or her ancestry somewhere (or some instance of an elemental magic overload to an ancestor, which has much the same effect). Appearance can be quite varied, but won't duplicate that of the half triton. Still, all the more magical aspects of a water gensai's appearance are available as these are the only true gensai.

Blessed of a water/sea god: This means Poseidon in this campaign, and the gensai is a surfacer from New Atlantis born to a long line of faithful with Poseidon's mark on him or her. Appearance is more human, with hints of Triton coming through.

Note that all three might well be surfacer raised, and only a half triton might be Underwater raised. This will have some effect on outfitting, possibly, and skill/tool access, but not much else.

Surfacers

I can't find a way to make it work for any surfacer before 6th level.

Yes, a Fathomless warlock can breathe and swim underwater at 1st, but they can't speak underwater until 6th, which means few spells, and no communication.


Even a half sea elf can only swim, it can't Breathe Water.

Merfolk

I have used the guidelines on page 8 of Tasha's to duplicate Merfolk stats as a PC race to the best of my ability. This is not to say you may make anything using these rules (for this game) merely that I had guidelines to help maintain play balance.

-Medium Humanoid
-Speed 10'/swim 40 (30'+10')
-Ability score increase: +2 to choice of Dexterity or Charisma
-Feat: Mobile. The speed increase does NOT apply to land movement, although difficult terrain mods do. This is how speed 40' swimming was achieved.
-Variable trait: Perception training
Languages: Common and Aquan.

Keep in mind that merfolk don't have legs. While the game is meant for Underwater, that doesn't mean it won't go into the air at some point (anymore than that surface games don't go underwater on occasion). Actually it's probably more likely, if only for shopping in New Atlantis.
