Cathal is curious and ask one of the official about the reason.
Initially they will look at you skeptically, as if you can't be serious, or as if you're pulling their leg, which means you'll need to explain that you haven't been here long (as in about 15 days), and that you don't actually know what's going on.
At that point they'll be more forthcoming, so the latest batch of immigrants came in 10 days ago on the ships Wyatt and Angel bought in. It takes a couple of weeks or so to get everyone into the right temporary accommodation, but a couple of months for them to acclimatize and begin to be assimilated. Often this requires language courses and custom/culture courses, but there's often schooling to sort out for any children, and of course jobs/occupations for the parent(s) or individuals. Some of this my be 'long term', including future housing solutions, which is one of the biggest problems currently, they can't build houses fast enough, which puts pressure on the limited stock of apartments they have.
One other thing of note, you don't have the language barrier you had the first time you came into town, as at that point you hadn't walked the Pattern.
Actually there is another thing to note, which sort of got missed in the original 'Day 2 Town excursion' thread because I think the player who was playing Cathal at the time dropped out before we got to it so I didn't bother writing it into the thread.
The Fulgent, being a Mizzurian car, has the relevant id/encoding built into the electronics in the car to open the gates into the Mizzurian office car park. From within the car park you can exit into town without any problems, which is what happened the first time. The issue comes when you want to get back into the car park, you need a Mizzurian Staff ID/Visitors ID to get through the gate.
This meant that Cathal had to go around to Main Reception to find out how to get back in to get the car (Main Reception is closer than the security office, being directly across from the 'retail block'). Once in Reception, and once they'd verified who he was, the receptionist went into the office behind reception and returned with his Mizzurian Staff ID badge. His badge has a slightly different background Pattern on it than either the receptionists badge or any other badge worn by a staff member. His lanyard is also purple with gold lettering, as opposed to red with white lettering - the lettering like on all the other staff lanyards just says "STAFF".
