Is there anything you guys can suggest about how to control the making of Fetishes in a Werewolf: the Apocalypse game so that it doesn't end up looking like a D&D campaign, with all the PCs running around with high-powered weapons and items? Our idea was a hard and fast 3 Fetish per character max, with a caveat that you couldn't have a Fetish that had a Rank 3 higher than your own.

Just found this forum.  I'd say that finding spirits willing to be bound into a fetish is not the easiest thing to do.  If the PCs want to build a fetish, they need to find the spirit, convince it to join with the fetish, and then perform the ritual needed to bind it.  Oh and do they craft their own weapons?  What items do they use?

It doesn't necessarily have to be difficult, but make them work for it, and make sure their skills are up to par or they might offend the spirits to humorous or disastrous results.

     Also remember that fetishes havve to be cared for and nurtured in play. If the spirit feels neglected, it might not work as expected. Having 3 fetishes to care for takes a lot of energy and time.

Also the text in general, depending on your edition, outlines that higher grade fetishes are rarely made on a whim but require a quest to create. It's not enough to get steel, you must seek purest iron from the deepest mine and smelt it. It is not enough to quench the burning metal in water, you must use melt water from the purest mountain snow. Only then, when it has been constructed in a form fitting and amenable to the spirit can you undertake the dangerous journey to find and compel through trickery, lies, or bribery the spirit to rest in the cage you have made for it.

And you need to craft the item. Or you should. That way it has a more personal connection. So up that craft skill. :)
