Esoterica is another game well suited to the sort of tone and theme you seem to be aiming for. It uses the OpenD6 rules which powered the original WEG Star Wars RPG.
I know Esterica, it was one of the games I considered for all the reasons above :)
As I see it, many RPol games suffer from players/GM attrition, a solo game even when the PCs are all in the same setting and time free the game to continue even if a player drop off. So the game carry on and can have newcomers as required with little issue.

I did it as well, you don't have to play a supernatural being, you can play a person just exposed to it, the classes have occultists, mystics, body guards and mercenary as well as spook (any supernatural being). It is as OCR system go, pretty flexible in bending toward the concept the player is interest it. There is even a section on how to play a... where the author writes her ideas how to create certain concepts (from meddling kid, to Femme Fatale to a vampire and even weirder stuff)
