Gotcha. So want to find the person who is in charge of the docks not the guards wandering around at times correct?
So everyone knows if your a 'member' of a religion like the paladin and the cleric you got some sway with the guards but they don't need to help you. In seniority, they probably got the numbers and whatnot. If say Isacc did somethiing wrong and got to his temple, the guards will deal with Isaac's boss (es) so to speak so that might save him depending on the issues/why the guards want to arrest you, ect. Say if Isaac kills a begger and the guards see it-his bosses won't help.

While not all that intelligent, I figure my PC would expect the person in charge of the docks to be aware of any seizures or unusul activity, and at least provide some direction.

Well depends on how he is approached, his demeanor, ect. And he's probably not a 'guard' or anything but probakly knows a thing or two of course about the docks. Doesn't mean someone can't get something in and have it be unknoticed by him. You just know the guy that was supposed to take it never returned and you know the size of the 'box'.

Pondered running a 5e game. I had a deleted Christmas Story, Walking Dead, Hallow Eve (basically it has like Crystal Lake involved, Freddy Kreuger, ect like all the main badies), or Skyrim.
