The Zollier family are well-known moneylenders in Hillsfar and for the last couple of years, it's been rumoured that they employed the Black Cat, an enigmatic enforcer to ensure that their debts were paid although no-one was ever able to track the individual to their lair.

 Existing almost entirely by night and almost never being clearly seen even by those he hunts, The Black Cat became something of an urban myth in the city until the overthrow of the council, after which the Zollier entirely disavowed any knowledge of his actions or identity.

 Which hasn't stopped the sightings, of course.

 Physically tall and stocky, the Black Cat moves very much like his namesake and is, at all times swathed in what appears to be a cape and clothing - including a mask - fashioned in tribalistic fashion from the hide of what looks to be a black tiger and presumably grants him certain uncanny abilities, such as a knack for evading divination magic and an almost tangible aura of threat.
